Q: My 16 year old brother will be flying alone (I am his legal guardian) to visit our sister in Florida. He does not have his drivers license. What should he bring with him as far as identity is concerned for documentation. He is flying through Northwest Airlines.

They are usually issued at the DOL/DMV and are NOT free. In WA they're almost as much as a driver's license. You should check with your state's DOL/DMV to see what documentation they need to prove identity. Because your brother is 16 you may decide to kill two birds with one stone and have him get his learner's permit instead of a ID card. Most states require you to pass the written test and provide the necessary documents to establish identity to get the permit.
